Virginia Victims Fund is the payor of last resort. VVF provides compensation after all available collateral resources are used, including, but not limited to medical insurance, disability insurance, automobile insurance, court-ordered restitution and civil suits.
Advocates are Available to Help!
Victim/Witness Advocates work with victims and VVF throughout the compensation process. They are available to assist victims with:- Filing an application for assistance
- Finding emergency shelter, clothing, food, etc.
- Filing for protective orders
- Finding other resources

- Work with your local Victim Witness Advocate. Every jurisdiction has a Victim Witness Program that can file an application on your behalf. They are familiar with the program and provide personal guidance, as well as other resources beyond VVF. Click here to find your local program.
- Mail or Fax your VVF Application. Please complete the entire application as incomplete applications cannot be processed. Start gathering copies of bills, receipts, invoices, insurance documents, and other supporting information. If your application is deemed eligible, you will need to submit these documents.

- Use Claimant WebFile, an online portal accessible via the internet on your computer or mobile phone.
Please note: Applicants to the Virginia Victims Fund who receive hospital treatment and do not have insurance must apply for the hospital's Charity Care or Financial Assistance program. Contact your hospital’s Charity Care program to apply. If your hospital is not listed in the provided link, please contact the hospital’s billing office for support.
- Crime scene clean-up (up to $1,000)
- Funeral and burial expenses (up to $10,000)
- Income loss (paid at 2/3 of the victim's average weekly wage)
- Domestic Loss of Support (up to 13 weeks; paid at 2/3 of the offender's average weekly wage)
- Grief counseling (up to $3,500)
- Moving (up to $2,000)
- Temporary Housing (up to 30 days immediately after the crime incident)
- Security System (up to $1,000)
All expenses are subject to rates and limitations set by the Virginia Victims Fund and Code of Virginia. For more details, please contact our office directly.
