Am I required to bill federally funded insurance such as Medicaid, Medicare and Tricare?

Due to SAFE’s Payer of Last Resort status, federally funded insurance must be billed primarily and SAFE can only consider any remaining out-of-pocket patient financial responsibility for reimbursement.

Does VVF reimburse medication costs?

Medications can be considered if they are priced at the usual and customary rate (UCR). Medications priced above the UCR cannot be considered.

Can I prescribe a different medication than those referenced on the Prescription Voucher?

Alternative medications can be considered if they are comparably priced to medications that are referenced on the Prescription Voucher.

I need to locate a payment that has not been received. Who can assist?

If you receive payments via ACH, you will need to contact your billing department to locate this payment.

If you do not have access via Provider Portal you will need to submit a VVF Support Request and VVF staff will respond to you via email shortly.

Does VVF accept documents via email?

No. Please be aware that we can no longer accept encrypted emails. To make sure your documentation is received and processed quickly, please use one of the following approved methods:
Mail: Virginia Victims Fund, P.O. Box 26927, Richmond, VA P.O. Box 26927.
WebFile: Nurses and medical providers, please submit your documents securely online using FNE WebFile or provider WebFile.

Does SAFE reimburse Forensic Nurse mileage?

Beginning on July 1, 2025, Forensic Nurse Examiners (FNEs) may be eligible for mileage reimbursement for performing PERKs.

How do I obtain status of a SAFE claim?

Please utilize Forensic Nurse Examiner (FNE) WebFile to obtain status of claims.

I added documents/records/bills to the claim. Did VVF receive them?

Document receipt is always noted in the WebFile portal. Check the WebFile portal for a confirmation message stating that the documents were successfully uploaded. In some cases, you may also receive an email. If there is no confirmation message in the portal, the documents were not received and you should upload them again.

How do I create a new user account in FNE WebFile?

Please submit a VVF Support Request to request an account and a VVF staff representative will respond to your request shortly.

How do I create a claim in FNE WebFile?

Please use the instructions beginning on page 13 of the FNE WebFile Guide to create a new claim.

How do I create a follow-up examination in FNE WebFile?

Click the “Follow-Up” link located on the left of the My Claims screen in FNE WebFile. This will create a link to the initial claim. (See page 11 of the WebFile Guide for Forensic Nurses for more details.

To submit a follow-up examination for a claim where the initial examination was filed by a different nurse: At the top right of the FNE WebFile screen you will see a “Create a Follow-Up” button. Click this button and you will be allowed to complete a follow-up exam for a claim that was initially submitted by a different nurse. It will ask for criteria to search for the initial claim. If you are unsure of the criteria to enter in the search for the initial claim, please click on “Associated Facilities Search” located at the bottom, right of the application. Choose the facility and enter any other information you may have about the claim and click “search.” You will be provided with the information needed to file the follow-up request.

If you have access to Provider Portal, please check to make sure a payment has been issued.

Please contact your billing office to determine how your agency receives payments:
- If you receive payments via ACH, you will need to contact your billing department to locate this payment.
- If you receive payments by check and the provider would like more information so they can locate the payment in their system, please submit a VVF Support Request and VVF staff will respond to you via email shortly.

How do I create an FNE WebFile user account when I already have a Provider WebFile account?

If you are a Forensic Nurse with an existing CICF Service Provider WebFile account using your email address as the username and wish to create a new FNE WebFile account with the same email address, please follow these steps:

1. Re-register your CICF Service Provider WebFile account:
Your current CICF Service Provider WebFile account will need to undergo re-registration. During this process, the next time you log in, you will update your username to something unique that is not your email address.

2. Set up your new FNE WebFile account:
Once the re-registration of your CICF Service Provider account is complete, you can proceed to create your new FNE WebFile account. During the registration process, use the same email address but select a username that is not your email address. Following these steps will ensure that both accounts are properly configured.
