July 1, 2025 Legislative Updates

On July 1, 2025, new laws go into effect for crimes occurring on or after July 1, 2025. Specifically:

  1. Claimants will now have three (3) years to file a claim with VVF, an increase from the one (1) year period. This only applies to crimes occurring on or after July 1, 2025.

  2. Claimants must promptly report crimes to proper authorities. In determining whether the crime was promptly reported, VVF will consider the following factors:
    1. Police records, and
    2. Victim’s physical, mental, emotional and family situation, and
    3. The existence of a permanent protective order issued by a court where the victim and offender of the crime are the relevant parties

This only applies to crimes occurring on or after July 1, 2025.

Claimants should provide this information in writing as part of their application.

  3. Cooperation with law enforcement, while still encouraged, is not required for program eligibility for crimes occurring on or after July 1, 2025.
